The council has spent nearly £40million paying a bin collection company over six years.
Watford Borough Council praised its 10-year partnership with Veolia and outlined its new service for food waste collection at flats in 2023.
A freedom of information request found that the waste management service was paid £39,843,850 from 2016/2017 to 2021/2022.
The highest payment was at £7,944,755 for the year 2021/2022 and the lowest was £5,553,111 for 2016/2017.
The council’s associate director of environment Paul Stacey said the work it has carried out with Veolia has contributed to improved recycling rates and 17 Green Flag award-winning parks.

Mr Stacey added Veolia’s services are “extremely important to Watford residents and I am pleased that we renewed the contract with them in 2020”.
Watford Borough Council has also agreed the fee for 2022/2023, which will be £6,795,845 and the payment for 2023/2024 is £6,798,845.
At the end of the contract, the council will have paid a total of £53,438,540 to Veolia.
