Three houses are being proposed to be demolished and replaced by a block of flats and new houses.
The redevelopment in Whippendell Road in Watford would see a total of 22 new homes created.
A pair of semi-detached homes and a detached house would be knocked down and replaced by a five-storey building of 19 flats.
Three three-storey mews homes would be constructed to the rear of the site.

None of the homes are proposed to be affordable and the applicant, Gosway Properties, says a viability assessment also concludes there will be no offer to pay for affordable housing elsewhere in the borough.
A central parking courtyard would be able to fit nine cars with 24 cycling spaces also proposed.
Planning agent Smith Jenkins says its client’s plans are for “high-quality” and “much needed” new homes that would “sit well” within its surroundings.
Next door is a development of 81 flats that has recently been completed.
