Plans to build 22 new homes in north Bushey have attracted 47 formal objections from villagers.
Developer Zog Investments Ltd is looking to build houses and a separate nursery on a former West Herts College site, in William Street.
The development includes 11 three-bedroom houses, nine four-bedroom properties, two two-bedroom homes and provision for nearly 60 cars.
Hertsmere Council’s planning committee, which is due to assess the proposals on Thursday evening, was sent 48 representations, with just one in favour.
Residents opposing the build cited 20 points of contention in the plans including potential traffic problems and the impact on local wildlife.
Many felt the space should be kept for allotments, sports pitches or community use.
Planning officers have recommended members refuse planning permission for reasons including that it constitutes an inappropriate development on green belt land.
Members have the power to overturn the recommendations but more commonly agree with the officers.
Councillors will assess the plans at a meeting on Thursday at 6pm at the authority’s civic offices in Borehamwood.
