An appeal has been launched by a nursing agency against the decision of the council to refuse planning permission to change a day-care centre into a residential care home.
UK International Nursing Agency had applied to turn its day-care centre, in Station Road, Radlett, into a residential home in November 2010.
Hertsmere Borough Council refused to give planning permission on grounds of protecting residential amenity for those living near the site and lack of living space for those who would live at the home if it was converted.
The appeal has been made to the Secretary of state for Communities and Local Government and will be dealt with over the coming months.
