Hertfordshire Highways has been accused of botching repairs to a pothole in a busy Bushey through road.
Workmen from the road network authority repaired the 12-inch gap in Sparrows Herne last week but one neighbour claims the work is not finished.
Harry, a local shopkeeper who did not wish to give his surname, is appealing to the department to send more workmen to finish the job and tidy up excess rubble which has showered the pavement outside his store.
He said: “I don’t understand why they have not done a proper job. Cars are driving along and pebbles and stones are flying off onto the pavement. It is total madness. This is taxpayers’ money and with the heavy goods vehicles that come along this road we are going to have to pay for it again.”
A Hertfordshire County Council representative said the authority would look into the matter.
