A free parking scheme was so badly abused by motorists during the Christmas period it is unlikely to be implemented again, according to Hertsmere Council.
The authority lifted parking charges outside shopping parades across the borough throughout December to encourage residents to shop locally.
But council officers were forced to monitor the parking bays three to four times a week after shopkeepers complained that cars were occupying the limited spaces all day.
A total of 133 advisory notices were placed on cars that had occupied spaces for more than six hours, with councillors accusing motorists of “breaking the Christmas spirit”.
Transport portfolio holder Councillor John Donne said: “We had a number of criticisms about the scheme from the shopkeepers who, ironically, were the ones who wanted us to bring it in.
“It was disappointing. I don’t think we will be doing it again next year, there was a certain amount of abuse and that was upsetting.”
Ten notices were placed on cars in Bushey Heath and a further 15 in Radlett, 51 in Potters Bar and 57 in Borehamwood.
