The under 17s completed a double over the Filbert Street club when they travelled to record a 2-0 win, despite having two 15-year-olds, Barny Wood and Liam Fisher, making their season's debuts.
City, going well in the division, put Watford under pressure from the outset, but the young Hornets played well on the break, and after creating several half chances they took the lead.
In the 26th minute, Rob Martin overlapped on the right to deliver a penetrating cross, nodded in by Fisher at the back post.
Leicester continued to press, but Williams and Cowen dealt with the aerial threat, and Liam Watson proved to be a presence with his tremendous performance.
After 30 minutes, a similar fast break resulted in another quality cross from the right, this time converted by Ashley Young.
Despite Leicester pressure and a developing near gale-force wind, Watford weathered it all in the second half, and always looked dangerous on the break, with Fisher tormenting the City right flank, while Ben Hammond and Young went close to adding to the tally.
