A MAN was punched on the lip after refusing to buy drugs from two men near the Civic Centre in St Albans on Tuesday, October 30.
The incident took place at 3.40pm, when the men approached the victim and asked if he had a mobile phone or if he had or wanted to buy any drugs.
One of the men is described as white and of medium height and build, and about 18 to 21 years old.
He had a square jaw and was wearing a red, hooded sweatshirt.
The second man was black and in his late teens, and of medium height.
He was wearing a black jacket and jumper.
