AREA forums in Harlow have been suspended by the council while a review is carried out.
Eight area committees were set up in 1993 to represent the different neighbourhoods in the town.
In June 2000 the committees were replaced by area forums enabling local people to take part in council decision making. They were then relaunched in March last year following a review.
The current area forums are now undergoing a further review due to the recent boundary changes, which saw the previous 16 wards decrease to 11.
Joint council leader Lorna Spenceley said: "The area forums have been suspended. It was always the intention that they would not be reviewed until later in the year to give the new council time to go through the induction process.
"However, the area forums needed to be changed anyway because of the recent boundary changes. There are still a lot of issues that need to be resolved and there are still some things which are not satisfactory."
A report is due to be presented to the council's resources committee next Thursday.
