OVERWHELMING opposition means black cabs will not be given a taxi rank in Bushey Heath.
In its first report to the executive, Councillor Sean Fear from Hertsmere Borough Council's Environment, Transport and Leisure Overview Committee said: "It was quite obvious from the survey that opposition was absolutely overwhelming and we would not recommend a rank there."
But the investigation, which began in January, concluded there were suitable places in Bushey and Radlett.
Councillor Fear said on Wednesday, May 25, a rank in Kemp Place, Bushey, would be "unlikely to detract from parking in that area" and that Newberries car park, in Radlett, was another suitable location.
The report said Hackney Carriages known as black cabs were more accessible for the disabled, more convenient for commuters, and cheaper over shorter journeys than private hire cars.
Councillor Fear said the committee had not consulted with business or residents in Radlett before coming to its conclusion.
Aldenham Parish Council had been contacted, but had not responded.
The location of the taxi ranks in Radlett and Bushey was questioned, with executive members saying it would not support the loss of parking spaces.
Councillor Spencer Pitfield hailed the first report of the committee as "historic".
However, Liberal Democrat Group Leader Councillor Michael Colne said: "They have laboured long and hard and if this is what they are going to produce in terms of quality and quantity we should be thinking again."
No decision was taken by the Conservative-run executive committee and the matter was sent back for further consideration.
