Harlow District Council remains the second worst local authority in Essex for recycling, achieving just 8.9 per cent in the council year 2001-2002 (up from 5.6 per cent the previous year). The table is topped by Colchester Borough Council (20.6 per cent) with Epping Forest second (20.3 per cent). Rochford District Council is bottom with a recycling rate of just eight per cent.
