An appeal has been made to a Government planning inspector against an enforcement notice ordering a Radlett couple to remove a hedge from around land which is not theirs. According to Hertsmere Borough Council, they did not have planning permission to change the use of the land, from an unadopted highway verge to a garden. The enforcement notice, issued by the council, orders them to stop using the land as part of 12 The Avenue.
