A speed camera on the same road caught a motorist on more than ten occasions in a matter of weeks.

Francisco Manzanero, 51, of Raglan Gardens, Watford was caught speeding in either a car or on a motorbike, the majority not far from his home in Eastbury Road, Watford.

At Watford Magistrates Court on Tuesday he pleaded guilty to 12 speeding offences.

He was banned from driving for eight-months as a totter, for exceeding 12 points on his licence and ordered to pay £252 in fines and costs.

PC Bill Owens from the Road Policing Strategic Unit, who was part of the team involved in catching Mazanero, said: “Mazanero drove at excessive speeds in a residential area and he has been rightly disqualified for his dangerous and irresponsible behaviour. The speed limit is set at 30mph for a reason – to protect motorists and pedestrians alike, and Mazanero’s reckless attitude gave a disregard for both.”

The investigation was launched by the Hertfordshire Safety Camera Partnership to trace Mazanero as it was hard for the safety camera to identify the registration of his motorcycle as the number plate was fixed at the back of the vehicle.

However, Mazenero was eventually arrested using a variety of tracking and investigative methods by police.

PC Owen added: “We have a wide range of methods in place to catch out speeding criminals so, even if it is difficult to identify number plate registrations, it doesn’t mean offenders will get away with it.”
