It caused heavy traffic along Stratfield Road, as well as congestion in Shenley Road, towards the east of Elstree and Borehamwood train station.
On social media, an eyewitness claimed to have seen a police car blocking the road to stop cars going round in the aftermath.
As of 2.25pm, delays had eased slightly although there is still some residual traffic.
