Despite withdrawing its plans for 173-homes in green belt land, a developer is still working on revised proposals.

Property consultant Iceni Projects submitted plans for a new development at the Caldecote Farm site north of Elstree Road, Bushey Heath, to Hertsmere Borough Council in August.

They included a street with 13 family houses to the west of the land, an 80-bed care home block to the north, and apartments spread across three blocks of eight, 12, and 60 flats.

An Iceni Projects spokesperson said: “We were disappointed to have had to withdraw this application, which would have delivered much-needed new homes for all elements of the community—including a care home, affordable housing, first-time buyer homes, and opportunities for upsizing—all set around a fully landscaped green.

Although the site is within the green belt, Iceni Projects, which submitted the plans on behalf of developer Heronslea, argues that the “very special circumstances” needed to justify building in it exist in this case due to local need for the types of housing it offers, amid unmet Hertsmere housing targets.
