There is a fault on the line between the two stations, meaning some lines have been blocked.
Services between Watford and the capital are being cancelled, revised or delayed by up to 20 minutes.
Disruption is expected to last until around 11am, although this may be extended.
Update: National Rail has said that disruption is "expected until the end of the day."
Trains are also unable to run between Shepherds Bush and London Euston, while Southern Rail services between Watford Junction and East Croydon are also disrupted.

Avanti West Coast tickets will be accepted on London Northwestern Railway services "via any reasonable route".
Southern rail tickets are now being accepted on London Underground services and buses that travel between Central or West London and Watford Junction.
Tickets can also be used on London Overground services between London Euston, Willesden Junction, Wembley Central, Harrow & Wealdstone and Watford Junction, Shepherds Bush and Willesden Junction.
This is the second time in a week that passengers have faced this kind of disruption after a similar fault caused delays for several hours last Thursday (November 14).
