Herts Police have barred a former officer for life over abusive and sexist behaviour which saw him arrested on a staff Christmas night out.

Former PC Bailey Webb was added to the College of Policing’s barred list over his actions during an outing in London with colleagues on December 17, 2022, which saw him end the night in Metropolitan Police custody.

Webb, who worked in East Hertfordshire, was accused of saying a racist word, using sexist or misogynistic language to colleagues and one of their partners, making unwanted physical and sexual contact with a female colleague, and being abusive and threatening to a male colleague.

The misconduct panel on September 6 heard that on the minibus journey from Ware to London, the mixed-heritage officer sang along to a song featuring a racist term which made other colleagues feel “uncomfortable”.

When the group stopped at the South Mimms Services and throughout the night, he reportedly commented that he wanted to “f***” a female colleague to other male officers.

Several of the complaints also related to his conduct with a colleague known anonymously as PC A, as that evening he took her phone and wrote a text message to her boyfriend that read: “Let’s do dirt[y] sex tonight.”

At a bar later, he allegedly touched her bottom uninvited two or three times and after being told that she had eaten the limes for a round of tequila shots, he said to PC A: “I might just punch you in the vagina.” 

Outside the bar at the end of the evening, he reportedly told her “I’m not going to lie I’ve wanted to s**g you all night," before police arrived at 12am and arrested him.

PC Webb also told a male colleague to “shut the f*** up” during a discussion on health issues, and later said “we’re boys aren’t we? If you cross me I’ll f*****g kill you” when he invited him for a cigarette outside. 

The former officer admitted saying the offensive word on the bus but said he did not use it maliciously or with any hatred, while he also claimed the offensive text message was a juvenile joke.

Although he also denied using the abusive and sexist language, as well as inappropriately touching PC A’s bottom, the misconduct panel on September 6 found that 10 of 12 allegations were proven.

It judged he had breached the police standards of authority, respect and courtesy, equality and diversity, and discreditable conduct, which amounted to gross misconduct and placed him on the barred list.
