As part of its "Statement of Purpose", Herts Haven said the property is for children who need medium or long-term placements that are without a stable educational background and have experienced repeated placement breakdowns.

The developer is a branch of company WithYouth and operates Herts Haven cafés across Hertfordshire as a free drop-in space for children and young people to support their emotional wellbeing.

Watford Borough Council granted conditional planning permission subject to the premises "only being used as a residential care home" providing care for "one person" between seven to 17 years of age".

Gammons Lane already has Park View Residential Care Home at property number 118 and has access to the Orchard Primary School, Beechfield School and Orchard Park.
