The force has warned motorists that there is heavy traffic in both Exchange Road and Lower High Street.
“Please avoid the area, or seek an alternative route where possible,” a spokesperson added. “Thanks for your patience.”
Two crews from Watford Fire Station and the East of England Ambulance Service are also on the scene.
The high street is blocked between Exchange Road and King Street and, according to Google Maps, there is also significant congestion in Stephenson Way, Bushey Hall Road, Water Lane, Waterfields Way, Merton Road, Aldenham Road, and Dalton Way near the scene.
A fire service spokesperson said: "Two fire engines from Watford fire station came across a collision between two cars on Exchange Road, Watford, at 2.34pm this afternoon.
"Nobody was trapped so firefighters provided scene safety and assisted with a partial road closure while the ambulance service assessed one casualty."
Update: An East of England Ambulance Service spokesman said: “An ambulance attended the scene, and one patient was transported to Watford General Hospital for further care.”
