The demolition of an existing building could make way for an eight-to-16 storey building containing 363 flats and an office.
A planning application submitted to Watford Borough Council yesterday (Tuesday, December 5) would see land at 1 to 15 Bridle Path, Watford, used to construct a new tower block.
It would see Apex House - the current site of Apex Resources and Sapphire Coachworks - demolished to make way for the development.
No comments or objections have yet been made.
The flats that would be "co-living studio" accommodation, with "communal internal and landscaped external spaces".
A total of 363 studios would be created, all capable of accommodating two people. Seven of the flats would be fully accessible for those living with a disability.
A planning statement included within the application reads: "The co-living and co-working elements, together with the proposed landscaping and environmental improvements will create an attractive environment which will transform the appearance and function of the area for the better in both use and townscape terms.
"It will create an area within Watford Gateway that offers town centre living in an affordable environment.
"The development will improve the public realm surrounding the site and regenerate an existing brownfield site."
The site has an extensive planning history with offices, commercial spaces and "mixed-use" buildings all receiving permission to build at the location.
Most recently, in 2016, planning permission was granted for a 124-bedroom hotel, bar and restaurant.
The new plans aim to produce "a high-quality design building" that is both sustainable and provides employment.

The planning statement concludes: "The proposed development provides an exciting opportunity to create Watford’s first co-living development.
"Co-living is an innovative form of housing that can offer a flexible and affordable alternative to conventional housing.
"The provision of this housing in appropriate locations can diversify the market, free up conventional and often larger housing, bring new people into the area, increase the use of local businesses, encourage social interaction and tackle loneliness.
"In summary, the proposal represents a significant investment in Watford and will provide much needed high-quality co-living housing for the borough."
