The crash led to all four lanes on the M25 clockwise closing between junctions 23 and 25.
Three of the four lanes are still closed and there are long delays of up to one and a half hours and normal traffic conditions are not expected to return until 3.45pm.
Initially, National Highways said traffic would resume to normal by 10.30am, but the delays have increased throughout the morning.
Recovery vehicles are still at the scene to clear the vehicles involved in the crash.
Before one lane was reopened, National Highways introduced a diversion route for drivers to take.
National Highways, ambulance, fire and police services have been contacted for further information.
