A person was allegedly kicked four times in an apparent unprovoked assault.
It happened on Wednesday, July 19, at around 8.26pm in Coates Way, Garston, Watford.
Police said it was reported that a man on an electric scooter also threatened the victim before leaving the location.
The victim was not injured during the alleged assault.
PC Ben James said: “We’d like to speak to the man pictured as we believe he was in the area around the time of this incident and may have information to assist our enquires.
“If this is you or you recognise them, then please get in contact.”

In an unrelated incident, a police appeal has been launched after the alleged theft of meat products worth approximately £400.
The meat was stolen from Tesco in Prestwick Road, South Oxhey, at around 2.35pm and then just before 10pm on the same day more items were taken from the shop worth £150.
Police community support officer Brent Munday, who is investigating, said: “The two people pictured are believed to have been in the area at around the time of the incident and may be able to help with ongoing enquiries.”
