Four-way traffic lights that caused long delays are back having previously been removed for not having a permit.
Affinity Water said that the lights were reintroduced on Thursday, February 23, at around 10.20pm near Bushey Arches under an emergency permit.
Work in the area was needed due to a burst water main with some people not having any water or extremely low pressure.
The water has now been turned back on.
It comes after Hertfordshire County Council (HCC) refused Affinity Water’s application on Wednesday for multi-way signals in Aldenham Road, Bushey, from April 3 to 6.
The rejection followed a weekend of traffic mayhem when the water company had set up the temporary traffic lights in the road without a permit.
Affinity Water was asked to take the lights down and apologised for “any inconvenience caused”.

Explaining why HCC previously rejected the April application, a spokesperson said: “We need to speak to them about traffic management plans before we can approve any permits for work at this location.”
The Watford Observer understands that the council intends for there to be a sit-down meeting with the company first.
