Armed officers and a helicopter were deployed following reports of a man with a knife.
Herts Police said they were called to the incident at around 5.40pm on Saturday, January 21, in Watling Street, Radlett.
It was reported that there was an "altercation" involving parties known to each other.
The Watford Observer was told by a passer-by, who lives in Radlett, that he saw “seven or eight police cars” there on Saturday evening.
He said he thought there might have been armed officers, adding: "I instantly knew that something a bit naughtier was taking place."

Herts Police confirmed that a 56-year-old man was located in High Street and arrested on suspicion of affray, common assault, and possession of an offensive weapon.
Following a search, no weapons were recovered at the scene and no injuries were reported.
He has since been released on police bail while enquiries continue.
Hertfordshire Constabulary has asked witnesses or anyone with information to contact 101, quoting ISR 575 of 21 January.
