A "dangerous" leak has continued to spill for nearly two months because "a van parked on a pavement has stopped work five times".

Minnal Ladva says the issue outside her home in Primrose Hill, Kings Langley, has wasted water and caused “dangerous ice” to form on the road.

Since first attending in mid-November, each time Affinity Water has tried to access the pipework it has been blocked by parked vans and cars, one of which has reportedly been there for months.

The mother of two said: “I just want the leak fixed we’ve had months of water flowing out.

“It’s a waste of clean water and it was a dangerous hazard. When it snowed it all froze over and it turned into ice."

The 42-year-old added that each time new teams come out they do not seem to have been told why work had not previously gone ahead.

“They come, they say the cars need to be moved first, and they go,” she added.

Affinity Water has said it will be returning on January 7 to repair the leak.

A spokesperson said: “There have been a number of reasons why Affinity Water has been unable to access the pipework including a series of parked cars obstructing our access and the need to cordon off the area.

“We have written to residents and informed them of the new date for the work and that the area will have traffic cones around it. We apologise for any inconvenience caused during this time.”

However, it still remains unclear what will happen if the van that has reportedly been there for months has still not been moved by then.

Mrs Ladva says she was told teams cannot work around it as they need to use the opposite pavement and are not allowed block off access for pedestrians on both sides of the road.

She added that although she reported the van to police she was told they "cannot do anything about it" as they could not find the owner’s details.

Three Rivers District Council told the Watford Observer that the vehicle, which has valid tax details, is not considered abandoned and therefore it cannot take action.
