At least one lane was closed while the incident was ongoing but National Highways reported that all lanes were running by 1.55pm.
Hertfordshire Highways said the lane closure caused delays of around half-an-hour anticlockwise with queues tailing back towards junction 22 for London Colney.
Traffic was also slow clockwise approaching the scene.
Most of the delays have now eased, as of 2.20pm, although it is still relatively slow both ways in the area.
However, Google Maps shows there is a line of queuing traffic waiting to join the M25 anticlockwise at junction 19 from the Hunton Bridge roundabout.
