The Climate Change and Ecological Emergency Strategy will come into effect next year.
Before it does, Watford residents have been invited to contribute and offer feedback on the plans.
The strategy sets out the ways in which Watford Borough Council will address the climate and ecological emergencies over the next seven years.
It has outlined six key strategies, including improving transport and air quality, reducing energy use and emissions as well as reducing waste.
In addition, it outlines how it plans to achieve net zero carbon by 2030.
