Police were called after reports of a young child walking barefoot in the middle of a road in Watford.
The boy, described as also wearing a black top, blue shorts and with a red-cased phone, was spotted in The Gossamers at around 11.45am on Sunday, September 25.
A resident said a lady "managed to grab him as it was causing traffic and was dangerous" before police were called.

A Herts Police spokesperson confirmed that a member of the public brought the boy to safety and sat with him in her car until police arrived.
They added that the boy’s mother had called police to report him missing.
The pair were reunited and taken to their home nearby, the spokesperson confirmed.
