Proposals for a new block of flats were among the planning applications submitted to Watford, Three Rivers, Hertsmere and Dacorum councils this week.
The revised plans for 36 one and two-bed flats in Lower High Street have been submitted to Watford Borough Council after earlier designs were withdrawn amid fears of polluting water.
