The 56-year-old from Watford has been released on bail as enquiries continue.
Herts Police said that after leaving the address, one of the victims was seen talking to occupants of a white VW Golf in Cuffley Avenue before a passer-by came to help her.
The car, which had three men inside, was then driven off towards Garston Lane.
Detective constable Ayodeji Afolabi said: “We’re keen to trace the occupants of the VW Golf, as they may be key witnesses and could have information to assist us.
“If you remember speaking with a female in the area around this time, please get in touch.”
The victims are receiving support from specialist officers, he added.
Anyone with information can report it online or via non-emergency number 101 quoting 41/65905/22.
