A flood-prone road is currently closed overnight to enable investigations to help resolve the problem.
Water Lane, which connects Watford and Bushey, has been a flooding hotspot for as long as some can remember with vehicles sometimes left submerged.
Last year, councillors received assurances Hertfordshire County Council was looking at a long-term solution, with some work carried out at the end of last summer such as new pipe connections.

There is an aim to direct excess water into a nearby river rather than clog up drains that then floods the road.
According to Central Watford and Bushey North Liberal Democrat county councillors Stephen Giles-Medhurst and Laurence Brass, the next phase of work is now taking place.
This involves cleaning the tunnel system of silt and debris.

The work began overnight on Monday and will last until August 5.
The closure of Water Lane by the tunnel is in force each night between 8pm and 5am, except for this weekend, the county councillors say.
