The flames were extinguished by 8.10pm and there have been no reports of damage to the flats or injuries.
The fire service has not said whether it believes the fire was accidental or started deliberately with the cause under investigation.
It comes just days after a fire in a bin storage area spread to a 17-storey block of flats on the Meriden estate.
Hundreds of people were evacuated from the Abbey View tower at around 5am on Tuesday.
Residents told the Watford Observer they feared it could be another Grenfell-type incident, but fortunately no one was seriously injured.
However, some people were treated for smoke inhalation and five flats are too damaged to live in currently.
The Abbey View fire is being treated as arson by police and two teenagers are currently on bail after being charged with arson with recklessness as to whether life was endangered.
