Another video of "disgusting” rats scurrying around Watford town centre has emerged after the council deemed intervention unnecessary.
Skylar Kelly took the video from her window just weeks after previous footage showed several rodents near the same bins in Wellstones, behind High Street.
Software engineer Glenn Lovegrove and his wife noticed the "infestation" when they parked behind the Moon Under Water pub in Wellstones in May, and when Mr Lovegrove returned on June 2 and saw rats again he filmed them.
Watford Borough Council did not provide a statement but the Observer understands that an investigation by environmental health officers after the rats were first reported did not find anything that posed a health risk and no further action was planned.

Skylar, who lives above the bins, branded the situation “ridiculous” adding: "You can actually hear the rats sometimes.”
She said: “It has been reported numerous times, but it is getting worse.
“It’s even affecting the flats above the bins, as on the hotter days there are swarms of flies everywhere inside our flat.
“It is ridiculous how disgusting it is down there.
“The bins are always overloaded to the point the lids aren’t closed, which is a massive issue.”
