According to Google Maps there were 40-minute delays on the stretch with heavy congestion spilling over past The Grove hotel towards the A41 roundabout.
It appears there may have been two crashes, according to Google Maps, with one on the M25 carriageway and another on the approach to junction 19.
Several motorists said they had been there for over an hour and there were also unconfirmed reports on social media of a medical emergency.
At around 10.20pm National Highways said the incident had just been resolved but warned of long delays remaining in the area.
It did not confirm what caused the closure.
The police and ambulance service have been contacted for more details.
