Watford's MP said he will not be calling for the Prime Minister to resign over partygate as he is "mindful" of his apology - but other MPs have remained silent.
Mr Russell’s comment came a week after Sue Gray released her report investigating the social gatherings that took place when lockdown laws were enforced.
Some of the events were attended by senior officials, including Prime Minister Boris Johnson.

Shoppers in Watford this week told the Watford Observer Mr Johnson should step down because of the findings of the report – although he did not receive any more fines over attendance at illegal parties.
Mr Russell said he will not be making the same call.
He said: “At a time when there are a number of serious challenges internationally and nationally, from Russia’s invasion of Ukraine to the cost-of-living crisis we need a focused government.
“I have not called for the Prime Minister to resign as I do not feel this is in the best interests of the country.”
Mr Russell acknowledged the sacrifices people in Watford made during the lockdowns.
He added: “I remain incredibly disappointed and dismayed that some people at 10 Downing Street did not appear to follow the rules.
“The Prime Minister and his team know my strong feelings on this matter.”
He added: “In saying this, I am also mindful that the Prime Minister has been open in acknowledging that mistakes were made.
“He has apologised, including in the House of Commons, and taken full responsibility for the errors. He has already implemented changes in Number 10 and it is reassuring that Sue Gray has acknowledged that they have already had a positive impact.”
Ms Gray investigated 16 events held between May 2020 and April 2021, 12 of these events have been investigated by the police.
The report comes after it was announced Mr Johnson received a fixed penalty notice in relation to an event he attended on June 19, 2020.
The Watford Observer approached South West Hertfordshire MP Gagan Mohindra, Hertsmere MP Oliver Dowden and Hemel Hempstead MP Sir Mike Penning for comment.
None of the three Conservative MPs responded.
