An advertising board will be digitalised after a refusal decision by the council was overturned.
The 48-sheet board by the Telephone Exchange on Watford's ring road is now set to be digitally upgraded and display different adverts more frequently.
A Watford Borough Council planning officer rejected outdoor advertising and media company Space Outdoor's application in December.
They deemed the digital board would have a "harmful impact" on the surrounding area and become "visually dominant" in an "increasingly" residential area.

Space Outdoor appealed the council's decision and a Government planning inspector has come to a different conclusion.
In their decision dated in April, they described the grey building next to the current board as a "somewhat uninspiring backdrop" and therefore not a setting where a digital board would be "out of place".
They concluded the proposed advertisement would not have a "harmful effect" on the visual amenity of the area and said Space Outdoor's appeal was successful.
The planning consent is for five years from the date of the inspector's decision.
