Ofsted has taken enforcement action against a pre-school where “multiple” safeguarding breaches were found.
Abbots Langley Pre-School, at St Lawrence Church Hall, was rated ‘inadequate’ by inspectors after a visit on March 24 this year.
In the recently-published report, inspectors found some staff did not know the names of children, and kids were "frequently bored" before their behaviour deteriorated.
"Multiple breaches" of safeguarding, welfare requirements, and learning and development requirements were also found.
The report reads: “Due to significant staffing issues and changes across the setting, there is a very limited curriculum in place. As a result, children do not engage in meaningful play and learning.”
All inspected areas were deemed inadequate – which included the quality of education, behaviour and attitudes, personal development and leadership and management.
Inspectors said children do not receive the quality of care and education they are entitled to and staff were leaving frequently.
The provider also does not have “adequate oversight” of the quality at the school and the pre-school has not informed the school watchdog of all the people who make up the registered body, nor did they say the manager changed.
There was also a concern that physical intervention such as picking children up and moving them away was used “unnecessarily” instead of teaching children how to manage their own behaviour.
However, it was found that the children were cared for and if distressed they were warmly comforted.
When addressing safeguarding issues, Ofsted wrote that some staff had “limited knowledge” of all signs of abuse and the processes to follow.
It was said the manager is “frequently too overwhelmed” and “poorly supported" to recognise developing concerns.
“This does not assure children’s safety,” concluded the evaluation.
The pre-school was given a Welfare Requirement Notice with a lengthy list of things that must improve by April 29.
