A man who was allegedly seen inappropriately touching himself from his flat balcony has been charged.
John Curtis, of Hallowes Crescent in South Oxhey, is said to have exposed himself while playing with his privates on Tuesday (March 22) afternoon.
Police were called to the area at around 1.30pm and arrested the 75-year-old man.
Curtis was charged with outraging public decency and has been released on police bail ahead of his appearance at St Albans Magistrates’ Court on April 22.
