A police helicopter has also been hovering over North Watford and the area police were pictured at.
The nature of the incident is unclear at this time but the picture suggests a vehicle may have been involved.
A car appears to be parked at an angle on the wrong side of the road by a railway bridge.
Google Maps was showing a 'crash' icon in Balmoral Road close to the junction with St Albans Road, which indicates a collision of sorts has taken place.
Police have since left the scene and a photo taken at around 1pm shows the road open and motorists passing through as normal.
Hertfordshire Constabulary has been approached for further information.
