A proposal to build a 22-storey tower just off Watford's ring road has been withdrawn by the applicant.
Plans had been submitted in June to construct a tower of flats on the former RBS site in Clarendon Road.
IDA London Holdings proposed creating a total of 103 flats made up of one, two, and three bedrooms, with commercial development on the ground floor.
However an update published on the council's planning portal on Wednesday revealed the application had been withdrawn but no further details were given.
The withdrawal of the scheme has been welcomed by local councillors representing Central Watford, who they say had pledged to "fight tooth and nail" against the plans.
Central Watford Liberal Democrat borough councillor Aga Dychton said the 22-storey tower would have a "detrimental effect" on Watford Palace Theatre, which is opposite, as well as on nearby Beechen Grove Baptist Church, which is also Grade II listed.
Cllr Dychton and her Lib Dem colleagues Marilyn Devonish and Stephen Giles-Medhurst said it was "good news" the proposal had been withdrawn but said the developer could come back with a revised scheme.

A total of 11 objections had been lodged on the planning portal by neighbours while the council's housing team also objected.
Housing officer Laura Payne wrote: "The housing service does not support this application. There is no onsite affordable housing and a commuted sum has been offered at £250,000....for a site of this many units we would expect a commuted sum in the region of £6 million, not the £250,000 offered."
The former RBS bank building was proposed to be demolished under the plans.
When the plans were submitted, planning agents Iceni Projects said the proposals aim to turn an empty building of "low quality" into a development of "high architectural quality", adding there is a "pressing need for housing, and a pressing need to utilise suitable brownfield land to meet increasing future demand".
