There was a heavy emergency presence in Watford town centre this morning.
Police cordoned off Exchange Road and traffic was diverted off the ring road to Upton road.
There were around nine police cars at the scene, and more emergency services arrived throughout the day.
At the moment it is unclear what caused the incident, but Hertfordshire Constabulary has called it a "road traffic incident".
A spokesperson from the constabulary said: "We’re currently dealing with a road traffic incident on the ring road.
"Several closures have been put in place, which is causing a lot of congestion. People are asked to please avoid the area for the time being."
The closures were since lifted at around 2.30pm.
An East of England Ambulance Service spokesperson has said that an adult male was taken to hospital.
The spokesperson said: “An ambulance and the Essex and Herts Air Ambulance responded to a road traffic incident on Exchange Road in Watford just after 10.15am this morning.
"An adult male was transported by land to St Mary’s Hospital in London for treatment, with medics from the air ambulance also accompanying to provide additional assistance.”
From the Waterfields enterance to Upton Road, traffic was very gridlocked.
By Exchange Road cars were moving, but by 'half a mile an hour'.
By Waterfields, there were lots of traffic forming and people are evidently getting angry, with the sounds of horns honking regularly.
