One man was arrested while another person was fined after police attended a protest in Watford town centre.
Several officers were called to The Parade at around 3pm on Saturday to reports of a small protest against coronavirus regulations.
Police, who arrived in at least two police vans, had been told three people had set up music equipment, while leaflets were also being handed out.
One man was pictured sitting down playing some drums while a second man was on a microphone.
At least nine officers, all wearing face coverings, were pictured or filmed at the scene in the town centre, with a Section 35 dispersal order put in place, allowing police to move on anyone in the area.
Hertfordshire Constabulary says a man in his 40s was arrested on suspicion of obstructing police after failing to comply with the dispersal order.
A second person was issued with a £200 fixed penalty notice for breaching coronavirus regulations.
