The situation regarding the lack of motorway services is actually worse than the 44 miles from South Mimms to Cobham.
Coming down the M1 and taking M4 West or M3 South-west from the M25, it is 66 miles and 61 miles respectively from Toddington Services to Reading or Fleet services. So Highways England’s criterion of 28 miles would actually require two intermediate services.

However, if there is only one, then Junction 16 to 17 of the M25 would be better than Junction 20.
