An idea to remove an underpass in Watford town centre as part of a wider ambition to regenerate the top of town will not be taken forward.
Last summer, Watford Borough Council unveiled proposals to transform “tired” parts of the town and create a “cultural hub” by the town hall.
But there was one proposal in particular which generated intense discussion and prompted a significant number of responses when the plans went out to consultation.
This was to remove the underpass and subway beneath the town hall roundabout, which connects Rickmansworth Road and St Albans Road.
The underpass would have been filled in, keeping all traffic on the the same level with the creation of a new pedestrian crossing.
It has been more than a year since the masterplan was made public and the council is ready to take its plans forward – but the underpass is set to stay as it is.

Watford mayor Peter Taylor told the Observer: “We launched our ambitious plans to transform the area around the town hall last year and had a really good response from the community.
“People were excited about making it more attractive and lively and were keen to enhance the area’s culture and entertainment focus and preserve our local heritage.
“However, there was clear concern about closing the Rickmansworth Road underpass at this time and so this option is not being taken forward.
“Any change would need to be considered as part of a broader look at the road network in this part of Watford."

Mr Taylor continued: “We are now working on revised plans, which will be ready for sharing in the autumn. Investing in our town to make it an even better place to live and work has always been a top priority and is even more important now to protect local job and ensure better services and facilities for our residents.”

It remains to be seen which proposals form part of the revised plans.
However, the whole masterplan is in doubt however due to government proposals to scrap local authorities in Hertfordshire, including Watford Borough Council, in favour of one “supercouncil”.
All ten district and borough leaders have voiced their opposition to the idea.
More clarification is expected on the government proposals in September or October.
