A couple say they feel "unsafe” after they were racially attacked while they were out for a stroll.
Tarun Agrawal, from South Oxhey, said he was walking with his wife down Woodhall Lane, South Oxhey, on May 31 at around 4.40pm, when two teenagers began shouting racial slurs about Pakistani people - despite his Indian heritage.
Mr Agrawal was punched but had no serious injuries.
A man who intervened, believed to be in his 60s, and an emergency officer were also attacked, police said.
A spokesperson for Hertfordshire Constabulary said: “Detectives are currently investigating following a racially aggravated common assault in Watford.
“A 15-year-old boy has been arrested on suspicion of racially aggravated assault without injury, aggravated bodily harm, a section five public order offence and assaulting an emergency officer.
“A 16-year-old boy has been arrested on suspicion of a racially aggravated section 5 public order offence.
“Both have been released under investigation while enquires continue.”
Mr Agrawal says he does not feel police took the incident seriously.
He said he and his wife used to go out on their daily walks during the height of the lockdown, but now, they have barely left the house as they fear being attacked again.
