Frustrated campaigners have called for ‘better’ bus services around the smaller towns and villages.
Deputy Mayor Peter Taylor and resident Antony Barton are concerned that some Arriva buses are arriving late or not turning up in the Meriden estate and Garston.
Mr Barton says he is now keeping a record of complaints from people who struggle to get to medical appointments or school on time due to relying on bus services.
He said: “If your bus is late or does not arrive, please let me know. I am keeping a record of complaints and will be meeting Arriva bosses to discuss this.
“Meriden's bus service is not good enough. Lots of people rely on buses for medical appointments, going to work or school or to visit family or friends.
“We need a service that is reliable and affordable."
Cllr Taylor added: "Watford is a growing and successful town but we must have the right public transport in place to support this.
“Without decent bus services our roads will only get more congested. I am meeting council and bus company bosses to make the case for a better bus service for Meriden and Garston."
An Arriva spokesperson said the delays were caused by the roadworks being carried out in Watford Town Centre, which are expected to last until September.
They said: "Our customer feedback is important to us and we regret that recent roadworks in central Watford have contributed to delays to the service.
“We are working hard to ensure the buses run on time and would like to apologise to passengers for any inconvenience caused."
