A strong showing from the Lib Dems saw them strengthen their grip on power at Three Rivers District Council.
Inspite of a poor turnout - as low as 21 per cent in places - the party held all their seats and made gains in others.
The most noticeable result, however, was from Ashridge.
On a poor day for Labour, popular council group leader Nena Spellen was ousted by her Conservative opponent Graham Denman.
Mrs Spellen, who had served on the council since 1989, told the Observer: "Of course I am very disappointed but I feel I can go on to serve the community in many different ways. Perhaps this is not a bad thing. It's maybe time for me to have a look at what else I can do the community."
Mrs Spellen's disappointment was shared by veteran Tory county councillor Roy Clements.
Mr Clements, who had served 27 years on the borough council, lost his Oxhey Hall seat to Lib Dem challenger Peter Ray.
He said: "I'm disappointed and I'm hurt by this but that's life - you just have to look forward to the future. I've done my best for Oxhey Hall over the years but I will not be standing again. I'm still a county councillor, however, so I will be kept busy."
Lib Dem Group leader Ann Shaw, who comfortably held on to her Maple Cross seat, said: "It's gone extremely well for us today. It shows that what we've done in the last few years is hold our numbers whatever.
"That shows that the residents are pleased with what we're doing and take no notice of the negative things our rivals have been saying."
