Up to five centimetres of snow fell over south west Hertfordshire overnight and it continued during the Thursday morning rush hour bringing hazard to routine journeys to work.
Main roads remained relatively passable but outlying districts such as Chorleywood and the villages were said to be treacherous.
Hertfordshire Highways had gritted roads three times on Wednesday in preparation for the deluge.
The county council made an early decision to close schools, giving children an early start to half term, with some notifying staff as early as 6am.
Rail and bus operators said delays are inevitable throughout the day.
At this stage there are no reports of accidents.
