A 21-bed care home in Watford care is to close.
Montrose, in Langley Road, which is run by Hanover Care will shut.
The management met with family members of residents today (Tuesday) to discuss the closure.
Michelle Hollywood, from Hanover Care, said the management did not believe the current building could provide residents with a high enough standard of accommodation.
She said: "Watford is well supplied with care homes that can offer higher standards and despite local marketing of vacancies it has become increasingly difficult to let rooms there.
"Nevertheless, this has been a very difficult decision. All possible options for keeping Montrose open have already been thoroughly explored."
It is not known what Hanover Care now plans to do with the site.
