A care home that now only has one resident “continues to breach safe care and treatment”, according to a damning report.

UK International Nursing Agency Ltd Dom Care, based in Station Road, Radlett, has again been found ‘inadequate’ in a Care Quality Commission (CQC) report published on February 8.

A previous inspection last year revealed it subjected residents to “unlawful restrictions and control over their freedom”.

That report, published on July 28, revealed safeguarding was “poor” – with one resident quoted saying: “I don’t belong here. I am not happy or safe here.”

Inspectors noted that people with “protected characteristics” were discriminated against by having restrictions imposed because of their “undesirable” behaviours – such as one person having their phone and computer locked away.

It was said one person was “misled and coerced” into signing a care plan that agreed to these restrictions.

In the latest report, inspectors said: "The provider completed an action plan after the last inspection to show what they would do and by when to improve.

“At this inspection we found that improvements made were not sufficient for the areas we checked.

“The provider continued to remain in breach of safe care and treatment, safeguarding and good governance and leadership.”

They added that “people were at risk of harm due to poor risk management” and “people continued to not be protected from the risk of abuse”.

UK International Nursing Agency is registered to provide accommodation for up to seven people, and last year there were five residents. On January 4, the day the latest inspection took place, there was only one resident.

The service has been in ‘special measures’ since August 11, 2022, which means it will be under review.

If the independent health and social care regulator does not propose to cancel the care home's registration it will re-inspect in six months.

According to the CQC, for adult social care services, the maximum time for being in special measures “will usually be no more than 12 months”.

UK International Nursing Agency Ltd Dom Care declined to comment after being approached by the Watford Observer.
